Westlake Village Business Park Economic and Financial Analysis, 2012

On a project team with The Arroyo Group, we prepared an economic analysis to understand the major economic and labor force trends in the City of Westlake Village and the surrounding market area.  A revenue analysis projected the public revenue benefits from the selected land use alternatives.  We also analyzed the financing implications of enhanced public infrastructure and services including development impact fees, benefit assessments, landscape and lighting district and a business improvement district.

City of Buena Park, Larwin Park Multi-Family Housing Development, 2012

For the City of Buena Park, we prepared a fiscal impact analyses for each of two development scenarios for a multifamily housing development on the City-owned 5.24-acre Larwin Park.  We built upon the fiscal factors that were developed for the General Plan analysis we prepared in 2010. Upon construction of the residential development, the City wanted to acquire the nearby Cypress School District’s 9.53 acre surplus to build a replacement park and assign its long term ground lease interest to the school district.  We also calculated the lease revenue to the school district based on the developer’s proposed lease payment schedule and their estimated annual lease escalation rate.

Bristol Center Retail Market Study in the City of Santa Ana, 2011

For Sarofim Realty Advisors, we prepared a financial feasibility analysis of the Bristol Center, a retail shopping center located in Santa Ana.  We provided a detailed market analysis that reviewed retail market conditions in the property’s trade area. We developed three conceptual site plans for each of three alternatives, as well as a development capacity analysis that specified the market alternatives as the most probable redevelopment alternatives.  A preliminary financial feasibility analysis utilized the direct capitalization approach to determine financial feasibility for both the rehabilitation of the existing shopping center and a redeveloped shopping center.

related current project:

Temescal Canyon Annexation Area Analysis for the City of Corona, 2013

We have prepared an analysis of the net fiscal impacts for the Temescal Canyon Annexation Area. The fiscal analysis projected the ongoing City General Fund revenues and costs.  The area currently has an estimated population of 15,565 and is projected to grow to about 26,000.  The area also has a mix of commercial and industrial uses that are projected to increase.  The fiscal analysis estimated the impacts on both the City’s General Fund and the County of Riversides’ General Fund.  It also examined the fiscal impacts on the County’s special funds such as the Fire Department, Library District and the Transportation Fund.
